1. Aims of the Course
To provide the M.A. students with expertise in recent and current changes in EU cohesion policy, with special reference to latest reform of the structural funds (the Agenda 2000 package), and its implications for both national and sub-national political systems.
On
a more abstract level, to offer an empirical understanding of the impact of the
EU arena on policy development at member state level.
The EC context may matter for policy development through changing preferences of
actors involved in regional policy-making; through the mobilisation of new
actors and the emergence of new actor coalitions in domestic policy domains;
through serving as a source of inspiration for policy-makers looking for
alternative policy ideas. In developing such thoughts, the course seeks to
understand the influence of supranational factors as an integral part of
domestic policy-making (rather than an external constraint), also reshaping the
relationship between national and sub-national authorities.
After a review on EU cohesion policy, the Italian experience will be investigated as a case study to equip students with knowledge to employ policy analysis methods and concepts; to analyse information to create focused research project and to recognise the opportunities for public policy intervention within the European context.
2. Course requirements
Active participation by students is expected and reading requirements are to be fulfilled before hand.
A research project proposal or a paper, on a topic selected with the instructor, is due by the end of semester.
Evaluation is based on class participation (40%) and research project or paper (60%).
Students should be (or become) familiar with the World Wide Web procedures since there is an extensive use of the Europa www server (www.europa.eu.int and www.inforegio.org ).
