He graduated in law at the Eötvös Loránd University in Budapest in 1993. He began working at the Constitutional Court of the Republic of Hungary in 1993 as a law clerk, where he keeps working now as a senior advisor. He earned a licenciate in canon law at the Postgraduate Institute of Canon Law of the Pázmány Péter Catholic University in 1999 and a PhD in constitutional law at the Faculty of Law, Eötvös Loránd University in 2003. He holds teaching positions at both universities. He publishes extensively on religious freedom and ecclesiastical law.
